Why do non-standard sizes rarely save money

In sourcing raw materials for small metal parts, customers sometimes ask if they can use non-standard material sizes for their parts. This problem can arise for many reasons. Such as:
The engineer specified non-standard dimensions in the design.
Buyers want to start with materials that are closer in size to the final part, which will save time and money during the cutting process.
The customer wishes to avoid specifying very strict tolerances by requiring material dimensions to reach the top or bottom limits of the material standard tolerance range.
The reality is that the use of any non-standard size presents a challenge for material procurement.
