On February 16, the General Administration of Customs issued 10 measures to support foreign trade enterprises in their efforts to resume production and promote stable growth of foreign trade.

The 10 measures include:

1. Increase support to alleviate business difficulties

   
   

   Simplify the registration or filing procedures for enterprises. If the company registration information is changed, except for the name of the enterprise that needs to be submitted online for change, other registration information does not need to be changed for the time being, and the relevant procedures will be processed after the epidemic is over. Help enterprises, especially small, medium and micro enterprises, solve problems encountered in import and export in a timely manner. Guide enterprises to standardize management, reduce import and export declaration errors, and avoid procedural violations.

    

2. Speed up inspection and release of imported production equipment and raw materials

   
   

   Quickly check and release the machine equipment and raw materials that are urgently needed for production by the enterprise. If inspection is required, increase the proportion of machine inspection and reduce the number of unpacking inspections to meet the needs of the company for homeopathic supervision. The consignee may entrust the operator of the supervisory work site, the person in charge of transportation, etc. to arrive at the scene, or notify the customs not to be present for inspection through email, electronic platform, etc. For those who need to be sent to the laboratory for testing, they can rely on third-party certification, test reports or enterprise quality and safety self-declaration to quickly check and release, further reducing the proportion of laboratory testing.

3. Promote the expansion of imports of agricultural products and food

    

   Further increase the number of agricultural products and food access countries and registered enterprises, and increase import varieties. Accelerate the process of admitting agricultural products and food, shorten the time for quarantine examination and approval, and submit applications for approval in accordance with the requirements. Open green channels for agricultural products and food imports at key ports and implement 24-hour appointment customs clearance; if on-site inspection is required, priority inspections can be arranged on site without a written application from the enterprise, and rapid release without any abnormalities; if a suspected disease or pest feature is found, the laboratory must be sent For testing, priority is given to testing.

   Nanjing Customs carried out quarantine inspection and rapid inspection and release of 38,000 tons of sorghum. This batch of sorghum is mainly supplied to domestic feed enterprises for production resumption

    

4. Support enterprises to expand exports

   
   

   Optimize pre-export supervision, provide convenient certificate issuance services, and do a good job in issuing export quarantine certificates, disposal certificates, certificates of origin, and health certificates. Accelerate the approval process for export filing companies. Strengthen the special training for enterprises on foreign technical trade measures to provide support for enterprises to export smoothly.

    

5. Simplify the quarantine approval of imported special medical articles

    

   For the purpose of epidemic prevention and control, special medical items such as vaccines, blood products, and reagents imported for the treatment, prevention, and diagnosis of new coronavirus pneumonia are imported. Under the premise that the risks are controllable, the port customs directly examines and releases them on the basis of the certification of the competent department.

The Customs implements off-site audits on qualified enterprises by remote video connection, electronic transmission of file data, etc. to reduce the number of factory trips and reduce the impact on the production and operation of the enterprise.

    

8. Simplify administrative penalties

   
   

   Cases involving enterprises and individuals involved in epidemic prevention and control materials shall be dealt with quickly and easily. Generally, the detained goods, articles, means of transport, and account books are not detained. If the parties acknowledge in writing the illegal facts, and the key evidence such as inspection and inspection records can be mutually verified, the customs may use it as evidence. With the consent of the parties, the legal documents for administrative punishment can be served by fax, e-mail, mobile communication, etc., which can confirm their receipt.

    

9. Actively carry out international coordination and cooperation to strengthen the response to restrictive foreign trade measures

    

   Strengthen the customs foreign trade statistics monitoring and early warning, and pay close attention to and collect the restrictive measures taken by other countries (regions) on our import and export commodities due to the epidemic situation. Strengthen analysis, research and judgment, timely release warning information, and provide targeted consulting services for import and export enterprises.

    

10. Play the role of "Internet + customs"

     

    Ensure the stable and efficient operation of the information system. If paper materials must be checked in person, the electronic documents can be provided by photographing, scanning, etc. after approval, and then the paper materials can be submitted.
