According to the National Development and Reform Commission, the National Development and Reform Commission, together with the relevant departments, has organized the drafting of the Interim Measures for the Management of Auto Parts Remanufacturing (draft for comments) (hereinafter referred to as the Measures), which propose to encourage automobile manufacturers to recycle old motor vehicle parts for remanufacturing through the after-sales service system. Professional old parts recycling companies are encouraged to provide remanufacturing enterprises with compliant old parts from the repair channels. The Measures clearly state that "remanufacturing" refers to the process of complying with national remanufacturing standards, that is, specialized repair or upgrading of old auto parts that are no longer in use for reasons such as functional damage or technical phase-out, so that their quality characteristics and safety and environmental performance are not lower than those of the prototype.
