Free Trade Test Zone Sixth Batch of Reform Pilot Experience Replication and Promotion Work, This Is Closely Related to Medical Equipment!

On July 7, the State Council issued a notice on the replication and promotion of the sixth batch of pilot reform seq.e. pilot slots of the Free Trade Pilot Zone. Among them, Article 36 refers to the medical device registrant commissioned production mode. In addition to producing its own products, the medical device registrant may entrust the enterprise selling the productwith with the corresponding production conditions. Medical device registrants entrust the production model responsible units for the State Drug Administration, the scope of promotion for the whole country.

       The construction of the Free Trade Pilot Zone (hereinafter referred to as the Free Trade Pilot Zone) is a strategic initiative of the CPC Central Committee and the State Council to promote reform and opening-up in the new era, shouldering the important mission of exploring new ways and accumulating new experience for deepening reform and expanding opening-up in an all-round way. In accordance with the decision-making and deployment of the CPC Central Committee and the State Council, the local party and relevant departments of the FTA test zone, combined with the functional orientation and characteristics of their respective trade test zones, have made every effort to promote the practice of institutional innovation, and formed the pilot experience of the sixth batch of reform pilot seq.e., which will be replicated and promoted throughout the country. The relevant matters are hereby notified as follows:

First, the main content of reproduction and promotion.

(i) To replicate the reform son-in-chief throughout the country.

1. Investment management area: "publication distribution business licensing and network issuance record system," "green ship repair enterprise standard management," "power engineering approval green channel," "land three-dimensional management mode with three-dimensional cadastral as the core," "real estate registration business mode," "VAT small-scale taxpayer intelligent auxiliary reporting service," "licensing' acceptance, parallel 'approval service model," "enterprise's 'package' cancellation service model," Medical device registrants commissioned production mode" and other 9 items.

2. Trade facilitation field: "'financial leasing and automobile export' business innovation," "aircraft industry processing trade bonded goods convenient transfer supervision mode," "cross-border e-commerce retail import return center warehouse model," "import and export commodity smart declaration navigation service," "frozen aquatic products two-segment access supervision mode," "goods trade'one-guaranteed multi-use'"management mode," "border administration online processing" and other 7 items.

3. Financial open innovation field: "the fidelity company access to the central bank enterprise credit system", "distributed sharing model to achieve 'silver political communication'," "green debt financing tool innovation", "intellectual property securitization" and other 4 items.

4. After-the-fact supervision measures: "'Commission editing, government inquiry and off-site disposal' property implementation cloud disposal model," "multi-disciplinary implementation of inclusive penalty-free list model," "customs notarized electronic delivery system," "commercial entity credit repair system," "financial leasing company risk prevention and control big data platform," "large airport operation coordination of the new mechanism" and other 6 items.

        5. Human resources field: "consular business 'one network access'", "direct recognition of the professional qualifications of some skilled personnel in Taiwan", "aviation maintenance industry title evaluation", "crew remote computer terminal examination", "integrated service of entry and exit personnel 'one-stop' platform" and other 5 items.

(ii) The reform items that are reproduced and promoted in a particular region.

       1. In the FTA, the "construction project water, electricity, gas, heating site one-time joint mode", "equity transfer registration remote confirmation service", "wildlife import and export administrative licensing approval matters reform" and other 3 items.

2. To replicate and promote the "new model of second-hand car export business" in the pilot areas of the second-hand car export business.

       3. Copy and promote the "New Model for The Measurement of Quality Flow Meters for Bonded Aviation Coal Exports" in bonded regulatory sites.

4. To replicate and promote the "air-rail transport single-shipment mode" within the scope of the Chengdu Railway Bureau.

Second, attach great importance to the promotion of replication.

       All regions and departments should take Xi Jinping's new era socialist ideology as a guide, fully implement the spirit of the Second, Third and Fourth Plenary Sessions of the 19th National Congress of the Cpc, deeply understand the significance of copying and promoting the pilot experience of the free trade pilot zone, and regard the replication and promotion as an important measure to implement the new development concept, promote high-quality development and build a modern economic system. We should combine the experience of the sixth batch of reform pilot with the consolidation and implementation of the first five batch of experience, strengthen system integration in the same field, strengthen coordination and efficiency in different fields, promote more mature and stereotyped systems in all areas, transform the advantages of the system into governance efficiency, promote the modernization of the governance system and governance capabilities, further optimize the business environment, stimulate market vitality, and build a new system of open economy with a higher level.

Third, do a good job in organizing and implementing.

       The people's governments of the provinces (autonomous regions and municipalities directly under the central government) should make the pilot experience replication and promotion of the FTA pilot a priority work in the region, strengthen organizational leadership, step up implementation efforts, and ensure the smooth progress and effectiveness of the replication and promotion work. The relevant departments of the State Council shall take the initiative to guide the completion of the reproduction and promotion work in combination with their duties. The matters to be reported to the State Council for approval shall be submitted for approval in accordance with the procedures, and the relevant administrative regulations, documents of the State Council and departmental regulations shall be adjusted, and shall be handled in accordance with the legal procedures. The Office of the Inter-ministerial Joint Conference on the Work of the Free Trade Pilot Zone of the State Council should carry out effectiveness assessment and coordinate the resolution of key difficulties in the work of replication and promotion. The State Council shall report to the State Council in a timely manner the major problems encountered in the reproduction and promotion work.
